A new parliamentary campaign to protect horses and riders on UK roads has been launched following the tragic death of racehorse Knockalla, with MPs promising this is only the beginning of their fight for equestrian safety.

Liberal Democrat Newbury MP Lee Dillon has submitted an Early Day Motion (EDM) calling for greater acknowledgement of horses’ role in society and increased awareness of Highway Code changes designed to protect equestrians.

The motion “calls on the Government to work with the equine sector, local authorities and road safety bodies to improve public awareness, enforce safe driving practices and protect horses and riders on UK roads.”

Inspired by Tragedy

The campaign was sparked by Mr Dillon’s participation in the British Horse Society (BHS) and Project EDWARD awareness ride from Lambourn to Windsor, which was inspired by the death of young racehorse Knockalla on the roads in 2024.

“The tragic loss of Knockalla brought this into sharp focus,” Mr Dillon said. “It was a heartbreaking reminder of what’s at stake when road safety isn’t taken seriously.”

Cross-Party Support

The EDM has gained support from MPs across party lines, including Windsor MP Jack Rankin, who said equestrianism “runs through the veins” of his constituency.

“For this to continue to thrive, we must ensure horses and their riders are safe when navigating our roads,” Rankin stated.

Ongoing Crisis

The campaign comes as road safety statistics remain alarming. According to BHS data, 58 horses were killed on UK roads last year alone, with incidents continuing daily.

“Many road users are still unaware of The Highway Code guidance for passing horses,” said BHS safety director Alan Hiscox. “Far too many horses’ lives continue to be lost.”

What’s Next?

Mr Dillon has promised this is “just the start,” vowing to push for further parliamentary debate and continue working with campaigners to keep the issue “firmly on the national agenda.”

The campaign specifically focuses on:

  • Better public awareness of Highway Code changes
  • Stronger enforcement of safe driving practices
  • Enhanced education for drivers about passing horses safely
  • Recognition of horses’ economic and cultural importance
